How should a safe page look like

I don't understand why almost everyone using safe pages not even related to keywords and ads. How do you guys are going to make a fool of Google with such safe pages? Good safe page is one of the keys to successful blackhat

The safe page is the one that is related to the keywords and ads. It is the money page that is not related to the keywords and ads. We are talking about using a cloaker and running a cloacked campaign in Google Ads.
(Above is the general principle, a few rare exceptions may exist but that is for blackhat advertisers with a different level of skills).

I'm talking about blackhat ads, mostly crypto ads. I see how guys run such ads using completely irrelevant safe pages and I'm wondering why they keep doing that. Their accounts would live much longer if they just used relevant safe pages. So my post is mostly addressed to such guys

Crypto ads are highly restricted / not allowed in Google Ads (exceptions may be licensed crypto exchanges which have specific approval by Google Ads to run ads). Most of the crypto ads in Google Ads are running cloaked campaigns.
Keep this in mind and then read below :-

The only way to run such highly restricted / not allowed crypto ads in Google Ads, is to use safe pages which are completely irrelevant to the crypto niche.
So, you need to do your research about what cloaking is (in relation to Google Ads).

If they use relevant safe pages (relevant to crypto), then obviously, such ads (crypto ads) would not get approved and most probably Google Ads account(s) will get suspended.
We are talking about using a cloaker and running a cloaked campaign in Google Ads. This has already been discussed a lot in various threads in the https://www.blackhatworld.com/forums/google-ads.83/. Also Google "what does it mean to cloak a campaign in google ads". So, you need to do your research about what cloaking is (in relation to Google Ads).
Cloaking is done to to hide the main offer's landing page (money page) from bots and moderators. So, bots and moderators see the safe page and the remaining traffic (visitors), go to the main offer's landing page (money page). A cloaker filters the traffic accordingly, based on certain parameters.

Imagine you own an unlicensed bar in your city. In that case, on the outside, you will have your setup to look like a restaurant (this is like a safe page in Google Ads). Right next to your restaurant, you have a secret door leading to the bar (this is like a money page in Google Ads). When visitors come, your security guards will filter the visitors (traffic) and accordingly send visitors (traffic) to either the restaurant (safe page) OR to the bar (money page).
So, if you make your setup to look like a bar and not like a restaurant, then you can expect to get caught very soon, because your's is an unlicensed bar. I hope this gives you clarity about a cloaker, cloaking, safe page and money page (in reference to Google Ads).

It can be any page accepted under Google Ads policies that is related to your ad copy and keywords. Cooking blogs, eCommerce stores, literally anything that is allowed to be advertised by Googles standards and practices.

if we want to run ads on crypto in google ads, to collect crypto leads in the form of calls or in the form of any lead. we know google prohibited (don't allow) any crypto ads running on its ads platform. in this case if we want to run crypto ads first we will make a safe page which we will publish it in our campaign or ad group to get approved by google, according to expert who suggest that our landing page should not relevant with offer page or money page . in such condition we need to make our ad copy and keywords relevant to white page so google crawler and ranking algorithm identify the genuinity between white page and ad copy by this way we won google's trust. we turn on our cloaker when our white page approved . at the end we need to run ads on crypto not on white page keywords. after some days warm up of account if put keywords ( semantic keywords ) related to crypto google identify it coz these keywords have not relevency with ad copy and white page.

google will frequently make reviews on out campaign . this would be the big red flag on our crypto campaign
