how people are sending email offers?

Hi guys,
I have a small targeted email list of about 1k.
I know this is wrong but I knew no better on how to send offers to this list.
so what I did is used a email example(email @ myDomainName . com) (connected through gmail) to send these offers.
( I was offering webdesign services to local businesses who had no websites at all).

I noticed alot of emails bouncing back while the rest seemed to go through.
Also, I wasn't getting alot of replies actually I got 3-5 replies.

How do you guys send emails to your lists?
and is there anything to prevent them from going to their spam box?

I make money through apps, so this email list idea is completely new to me.

Can you help me how did you get the list, did you purchase or what ?

I did the work manually by myself in about 2-3 hours.
what I did is used my local directory business listing website and found businesses that dont have websites and used their email.

Try sendinblue, I think they allow 8k free mails/month. be careful not to Spam though.

Try Aweber too. It's not free though but it's the best email marketing tool.

If I send offers to these emails that I scraped without them subscribing or opting in, is that considered as bad practise? even though the offers will be sent to a targeted/potential client.
