This is becoming a dumb arguing thread... on-site's value can range from extremely high to very low depending on the details. Just like external seo, junk is worthless, but the good stuff is very very valuable.
I think the OP should have simply asked what the going rate is on the high and low end.

LSI stands for Latent Semantic Indexing.
LSI keywords are nothing but words related to your main keyword.
Beat me to it.

Yes, On Page SEO is extremely easy if you follow those specific guidelines.
And yes, it is the foundation to any successful SEO campaign (after keyword research, of course).
Usually I'll charge a one month's fee to my clients for the research and On Page Optimization. But some clients come to me for just the On Page Work. It tends to work out to $100/page.
