Well, it depends a lot. I'd be willing to pay even more than 1'000 USD, but both the designer and design needs some quality. I mean, i wouldn't pay that amount to a noob, though, i would to a designer that have done some other important work during his carreer.

Fiverr has different target market than professional logo designer. $5 logo is fine for small niche site, the designer won't even ask you about your business vision, target market, etc.
I'll pay up to $100 for small online business but I'd pay more if I need branding and not just logo.

Because you receive what you pay for. In some instances it would be foolish to settle for a 5$ logo.

Evan is correct, while a simply fiverr gig will get you an 'okay' logo, it will never have the spark that a very professional logo maker will produce you for whatever the desired amount is.
As someone else mentioned, people from fiverr will not actually try to understand your business or your visions, they will just do what they think is good.

depends on what it is for.
A website logo I may pay something like $5 originally, then when it got big enough to make a lot, maybe $30
A company I would not spend under $100 (if i was not going to make it myself)
A logo for an ad campaign I would not spend under $50, depending on the size of the campaign.
