OP, the website might look expensive because it's filled with content. But it's just a eCommerce website that can be setup up with Wordpress using WooCommerce.

ThemeForest.com sells Wordpress eCommerce stores for around $59 with a fashion theme. Just had a look and it had plenty. For anothe $100, you can have someone set it all up for you, including a dozen products.

It will have most, if not all features of the website you gave us. So I'd say, you the cheapest option is around $200.

If you want an exact duplicate of the website because you're an unoriginal leech, then you'll pay more.
