Not all content on Google is unique. Look at e-commerce giants like Amazon, eBay, Walmart and others. Sellers post similar sales text on all of them. Even for normal niches, everything on page 2 onwards is a rewrite of content from page 1 sites.
If you are using a tool like Copyscape, you know which exact lines are plagiarized. You should ask the writer to reword these lines. If you are paying for the content you should expect nothing less than 100% unique content.
