i know palagarism is bad.but how much % do you think will not think my content as duplicate content

I think around 15 to 20%, not a expert though. Last time I was suggested 17%.

If it common writing language any plagiarism found it`s not counted.

This has apparently been tested (but not by me). 51% unique is enough for Google to not see it as duplicate is the number I've heard from people I trust.

49 % duplicate content is a lot in my opinion.

how much flaws you can have and still rank i believe depends on overall authority of your website (so links)

Not all content on Google is unique. Look at e-commerce giants like Amazon, eBay, Walmart and others. Sellers post similar sales text on all of them. Even for normal niches, everything on page 2 onwards is a rewrite of content from page 1 sites.

Aim for as low as possible. Zero isn't workable, think of product brand names and product names.

So as an example; Samsung 860 EVO 1TB 2.5 Inch SATA III Internal SSD (MZ-76E1T0B/AM)

Anyone else doing articles on this product will use some if not all of those words in their blog.

i think 5 to 10% ignore able but depends on your niche also

Plagiarism should be 0%. You can check it many tools available on internet.

If you are using a tool like Copyscape, you know which exact lines are plagiarized. You should ask the writer to reword these lines. If you are paying for the content you should expect nothing less than 100% unique content.
