To preface, I have a team of devs that I put together (also from upwork) where I bring the sales, have them join my 'agency', and i upcharge the hourly rate to make a profit. I got lucky and fell on a client that was very very wealthy and wanted to try different types of apps, and had $ to back it up - that was my main stream.
For the proposal, I make it a mix of personable, and professional. A quick intro like "I read your proposal and am confident we can help you create a beautiful app that fits your vision. We are located in blablalbal and have experience building blablablabal apps - I've attached a few examples below for you to check out".
Then I give a list of stacks that we work with (to add credibility)
Another thing to note, i ALWAYS BID MORE than the average bid price. Clients usually lowball and understand that quality comes at a price. For a $10k project I'd quote $13k. Matter of fact, that's how I got my main client and he's invested in apps, websites, and even wanted to open a physical business with me.
You also have to keep in mind that you're going to be sending a LOT of proposals and get not much return. My conversion rate was 1%, but that 1% made me enough $ for a while.

I love Upwork. It helped me get out of scarcity and being broke in a matter of a few months. I have no idea what I'd be doing now if I hadn't started working on Upwork.

FYI - I saved 5% on fees by getting my main client to pay me directly after a while... This is my earnings in 4 years off upwork

I found it incredibly difficult to make a decent income from UpWork. If you're a dev you're going to find your rates hugely undercut by devs from countries with cheaper costs of living.

I've been on Upwork for years (since it was oDesk!) and it has seriously changed my freelancing career in the most amazing ways. It's definitely not the easiest platform since there is a lot of competition but once you get started on it, you can connect with some amazing clients

As a relatively new freelancer, Upwork sounds like it would be perfect for me. It seems to be completely legitimate, and it has great reviews. I will definitely consider signing up for Upwork.
