I must say this, I am glad paypal is so secure, I wouldnt want anohter person to take my money or steal it.
THey limited my account before. But I send them docs and everthing was fine. I usually keep max 2k and then withdraw. Paypal is not a bank, you should withdraw money to you bank pronto

Don't put in what you can't afford to lose. That's the usual rule.
The risk basically depends on how you setup your account.
Remember, they can lock you even if the person you transact with is bad.
So if you gave them good address and bank account while setting up paypal, they will ask you for proof on those when they lock you.
If you can provide that, I think you are safe.
But if you dont that much in paypal, you should routinely withdraw it.... dont do it all together. Do a very small amount first... let paypal see yo withdraw with no problem, and then you can ramp up the amount slowly.
