How much does it cost to make a PBN?

I never made a PBN myself however wouldn't it be cheaper buying IP's with diffrent classes from special seo hosting companies instead of buying for each domain a new hosting ?

I wouldn't use the term "SEO hosting", rather "PBN hosting". And yes, you can use Easy Blog Network here from the BHW for example. It however gets more costly, but saves you headache. It depends on your budget.

Ermm well your ranks could dissapear after two weeks that is exactly what could go wrong. You could earn 2k/day with "Payday Loans Online" page 1, for 3 dollars you can get this? No, is the simple answer.

You can do it either way. but issues people have is when the SEO hosting gets detected, a lot of sites will get hit.

On the other hand with lots of small hosting, you don't have this issue. But my god they are hard to manage.
