Trying to rank for SEO or trying to rank for "Hey I'm smart becauce I got a link from BBC and that will make me rank right now!"
If it's the latter, yes you will rank right now

Well sir/ma'am its a numbers game. You need at least 100 backlinks to really see a difference. I recommend, if you need traffic now, buy some FB ads.

I understand now, in the long run for link-building and building authority. do you think homepage links or inner-page ones are better?

Homepage links are extremely extremely powerful and will make a lot of difference.

Natural link building would usually point to article pages with keywords. As normal users go to your page they will share the articles normally. Both help and I honestly do not know which one is better, but I prefer to get links to my content pages.
Yes you are correct in this, however I have seen just as powerful results by linking my content pages.

this is so niche dependant if you ask me. i've seen quite a difference by placing a handful of good links and in another niche more than a hundred links didn't change much.

Exactly. The OP is in a very high comp niche. So the more backlinks the better.
Yes they would, as these are genuine authority sites.

'Yes', 5 - 10 links from quality domains like Forbes will make a good deal of difference to the ranking of a lot of sites, especially for easy to medium difficulty KW's.
If you can get them, go for it.
