Yea, but he needs a fast method, using this it may take months or even years to build a good page unless he has 200 fake accounts & a bot to spam his page

If you don't break their TOS you can continue working with IA, it's true ia got disabled in a mass because of bugs that fb was experiencing, try to submit appeal & drive traffic to your site. You will get your ia reinstated!
