I've noticed Google blocking any campaigns with COVID19 content (unless the url has .gov) but I found a way to get ads / campaigns approved. Thought I'd share this one in case yall looking to launch COVID 19 landing pages.
Follow these steps:
1) Set url at both ad and keyword level. The URL at ad level should be the COVID 19 url. The url at keyword level should be compliant. Since campaigns defer to lowest level of targeting, Google will review these ads ignoring ad url.
2) Once campaigns are approved, remove the keyword URL and AdWords will defer to the ad url. No changes were made to ad url so you won't have to go through another review.
I can confirm this was working 2 weeks ago.
