how i can making other youtube video unique in terms of youtube (without changing its actual content) ? for monetization AdSense

use CC enabled videos and you can even use youtubes built in video editor.

Only by playing it backwards. This will surely make the video unique, everything else is violation of the rules. Try to find a different approach. Not to make "other video unique" but to "make an unique video FROM other video's"
