depends which one. lots of them just take your money and do nothing. look for ones with good feedback in the past 6 months, not ones that offer 100000 indexed links a month for $17

You can try indexing tools and social promotions banners otherwise there is no legit method for indexing
Many of them still get indexing without any tools just by natural indexing only
Just work on the contents, focus on the external links you get with suitable keywords
