To increase your PR you need incoming links from pages that have PR. The more PR you have coming into your site the higher the PR is going to be.
Remember though the PR toolbar is not updated regularly so it can sometimes take quite awhile after you get the links to notice any change.

There are no more answers. That is the only way to get pagerank. Do a google search for "how is pagerank calculated". It's all there.
