How Free GPL WP Themes and plugins get AdSense approval?

I'm curious about https://www.shineads.in/. They offer free GPL WordPress themes & plugins, but these converted from paid licenses to general public licence.
My questions:

1. How do they get AdSense approval with GPL products?
2. Would a similar website with free themes/plugins get approved by MediaVine, Ezoic, or Journeymv ad networks?

You can basically get any website adsense approved before adding copyrighted content,
That would work for years without any problems as long as you're not getting a huge exposure,

Also, any wordpress theme or plugin released under GPL can be modified & distribued,
So, basically, they're not breaking any copyright laws by sharing them

Websites offering GPL themes/plugins like Shineads can get AdSense approval by focusing on original content, proper site structure, and compliance with AdSense policies.

I highly doubt Mediavine will approve that kinda website. They focus on content rich websites with a lot of traffic from tier 1 countries.
