How does one acquire privately owned proxies?

Yes of course you can.
Set up a $5 box on digital ocean, install squid proxy, and you have a private proxy. Buy/rent IP addresses and attach them (gets expensive as IPV4 addresses are running out so prices going up). Easy as that.
IPV6 will make for extremely cheap proxies. Once it's fully implemented globally.

Thanks, I hope to own my own rack of servers though. Always been a dream of mine to have a server room with those nice blinking lights and chilled.
