I did a job for a (US) government employee, and his entire career was to weed through civilian contractors applying for government contracts.
Bottom Line:
If you do not have a direct & personal connection, are not a racial minority, a woman, former military, or handicapped (in that order) do not even bother to apply. Most people that get contracts are some combination of all of these. White men with minority wives create fake businesses in her name in order to qualify for government contracts. People with minor ailments get doctors to declare them physically disabled in order to get government contracts. Knowing the guy that makes the decision on who gets the contracts is a real good idea. You can find him hanging around at political campaign fundraisers and such. Sometimes making a donation to an elected official can help things move along in the right direction.
I know an electrician that has a exclusive contract on a military installation. He works about 20 hours a month. He sub-contracts 90% of the work and only shows up to do the punch-list at the end of the job. That's the only job he's done for the last 12 years or so; he doesn't need any other work.
