If your page isn’t in Google at all = indexing issue.
If it’s indexed but stuck on page 5+ = ranking issue.
Indexing = Google doesn’t see it.
Ranking = Google sees it, but doesn’t value it enough.

Indexing issue means your page is not even showing in google database. ranking issue means It is indexed but not getting good position in real results.
