You need to figure out your packages and how many hours it will take to complete them or the cost to outsource. Then mark them up so you can cover overhead and turn a profit. Any thing extra or not part of the package charge per hour. You will likely underestimate the time or cost on the first few but it gets easier once you get some experience.

Exactly this. Don't worry about what anyone else is charging, charge whatever you want to be happy and whatever you need for it to be sustainable. Don't charge too little and then lose motivation. If you outsource your work, your workers could raise their price so make sure to add an extra 15% for that increase in the future so you don't need to raise prices for your clients.

You can always make packages based on the number of keywords for which your clients wants to rank and also based on the location. So this way even if someone is not ready to pay more you can still convert them by offering something that suits their needs. Also as stated above build your own package, because no one else know how much you will be saving from it.

one basic/ sample package with limited work, boost package with medium works, rocket package all the work. in this way client will choose any one of your service and its good you will get more order.
