A link network such as a blog farm is what I'm assumin' you're talkin' about.
This could be used as an example structure for a proper link network that will pass link juices. I suggest each themed/non-themed blog to be on a different C-class IP address. These can be purchased for usually $1 per extra IP per month.
Primary White Hat Site
Niche: Internet Marketing

How To Start Your Career With Internet Marketing (one-way links to primary white hat site)
You can mix around linking strategies here and see what works best for you. A security caution, you may want to randomize the % of Secondary "themed" blogs that link to your white hat site.
This is especially lucrative since you can pass one-way links to all of your seo'd affiliate review sites so you can start ranking for longtails and pull in affiliate profits with little to no effort.
I'd go into "Tertiary" Themed/Non-Themed blog farms but I'm lazy right now. I also left out the huge how to promote your secondary/tertiary link but that shouldn't be too difficult to figure out on your own.
