How Do You Build An Effective Link Network?

A link network such as a blog farm is what I'm assumin' you're talkin' about.
This could be used as an example structure for a proper link network that will pass link juices. I suggest each themed/non-themed blog to be on a different C-class IP address. These can be purchased for usually $1 per extra IP per month.
Primary White Hat Site
Niche: Internet Marketing
Secondary "Themed" Blog Farms
Niche(s): Internet Marketing Consultants (links to white hat site, one-way links to below)
Internet Marketing Services (links to white hat site, one-way links to below)

Internet Marketing Specialists (links to white hat site, one-way links to below)

I'd go into "Tertiary" Themed/Non-Themed blog farms but I'm lazy right now. I also left out the huge how to promote your secondary/tertiary link but that shouldn't be too difficult to figure out on your own.

Ok so should these be websites or can they be blogs? I also see where they need to be on their own c class ip. This would mean that free blogs arent the way to go I guess.
If you were to use free blogs, you would want to make sure that it would be across different blog hosts - for example, there are a lot of Wordpress Mu hosts that would cover a wide range of Class-C IP addresses.
Don't forget that you can also use Web 2.0 properties like Squidoo, Hubpages, Wet Paint, Weebly, Tumblr, etc. to also be part of your link farm and send link love up to your money sites.
