How do you actually rate backlinks?

Relevance – The Links should come from relevant pages.
Traffic – Traffic from your targeted location.
Authority – The links come from domains with high authority, i.e. well-trusted websites.
Domain Strength – Links from “strong” domains DR, TF, and RD, will have a positive effect on your rankings.
Anchor Text – It should be as natural as possible.

You mean number of OBL? If yes I must say no! Only in some PBN you can get LOW OBL links. If you are looking for Guest post or Niche edits on outreached sites I don't think you can get low OBL links

I do guest post outreach, I find lots of sites who never do guest posting on their site,i have posted the 1st one. The sites are real with handy traffic

Don't go for DA, DA is Dead i think.
Only Use Ahrefs DR with Traffic. Homepage link working faster than other link.
