They are just lucky to get away with it, why do you want to do it that way, only honest business can be sustainable, I think you should not think about cheating and trying to default on FB's money, that is very serious

use it for the right purpose instead of taking a virtual money and not getting it back, if it is a large amount you may have problems. The payment methods will be blacklisted.
 
meta they will have many ways to be able to seize your debt if you do not pay back, actually i have never done that and do not intend to do that. Honestly it should not happen that

Facebook does not have a lending policy as you said above
It may be because they used someone else's bank card "or so-called stolen information" to pre-fund the advertising account
They can sell those advertising accounts at a cheap price to users (eg 25000$ for only ~5000$) but surely Facebook will detect it soon and disable that advertising account. (The seller may even be prosecuted by law). So I advise you not to use that account.
