I checked the channels you mentioned. They are sports channels, so few thumbnails look like players in action during the game on. These thumbnails seem to be the You Tube suggested screens when you upload a video.
Other video thumbnails where there are faces and cars in the background can be created using tools like Adobe Photoshop. It takes a little creative thinking to merge the face and cars in the background together so that they compliment each other.
If you are not aware what Photoshop is, then you can try an online editing tool like Canva. Search for it online and you will find it.

Yes, Canva is good for many Youtubers like I mentioned above.
Just a small addition to what I said - Canva can not handle the complex task of cutting and merging of two images like the ones shown in the You Tube thumbs that OP showed. (Man's face and the car behind in the background). For this, one has to resort to Photoshop.
However for pain images with some text, Canva is good and most beginners do that only. It depends a lot on your need and requirement.

Looks like a screenshot with some simple Photoshop cut / paste overlays. It allows you to modify each layer independently and have as many of them as you need.
