How do rotating 4g proxies work?

When you restart your mobile device, mobile carrier gives you new IP.

there is more to it than just having a few SIMs. if you use the same provider you might still get the same IP(s).
often mobile providers use a proxy too to redirect traffic from multiple phones.
you need different providers as not every phone will get a new IP.
for rotating proxies you need access to a lot of IPs. for example some providers use apps for that which users install to share their IPs.

In theory yes, in practice I have never seen it, on many carriers in many countries.

yeah, I guess I should extend my previous answer, on mobile phones it works fine, - its the dongles that when toggling mobile data do not release new IP. Perhaps you know of a solution for this?

It really depends. If you are connected to 3g or 4g etc...
In some ISP(internet service providers) airplane mode is enough to trigger IP change in other ISP device reboot is required to get new IP. Some ISPs have a small IP pool, some ISPs have a fixed amount of IPs per network tower so you actually need multiple farm locations to get a good IP pool.
You have to test yourself. Some ISP even changes their external IP depending to which website you connect. As I saw if the website is hosted in Europe you get IP A then without rotating you connect to a different website hosted in the USA and now that website sees you as IP B.
Every ISP have its own system how they assign IP to the devices and when it changes.

On "dongles (plastic Home-use USB-modems) it works as Data_off>3g>Auto>Data_On.

When you rotate your IP the mobile phone which is physically acting as a Proxy goes Airplane mode and then turns off the airplane mode after sometimes. This process connects you to another cell phone tower and you get assigned a brand-new IP which basically gives you a new identity on the internet.

No, in most cases cell tower remains. You can check it by its CID .
I wonder if somewhen cell carriers will bind IMEI or IMSI to a specific fixed IP, eg via a hash function, so IP reset won't be that simple..

Constantly restart the mobile network and after that provide you new IP
