How do i switch a domain name from Blogger to Wordpress?

I think you cant.The only thing that you can is to check if the name you want is available for free wordpress or buy the domain to make a self host site with wordpress
To be honest your question is extremely vague. I also wonder whether your "Custom domain name" is a TLD (Or ccTLD) or just a sub-domain of blogger?
So... Assuming you have your own domain.
If you just want your TLD (example: abcedfg.com) to point to a wordpress hosted blog instead of a blogger, it's just a case of changing the DNS records.
If you want to import your blogger posts to a wordpress hosted blog, then google "import blogger to wordpress".
There is nothing limiting you to do both (So you'd move from blogger hosting it to wordpress hosting it, but abcedfg.com will still be the domain)

I switched from blogger to self hosted word press. I have a new domain name for my wordpress blog (due to better keywords). My old domain is set to forward people to my new domain. Will I need to build new backlinks or will they carry over from the old domain?

The best thing you can do because you have new domain is to build new backlinks but slow and carefull because your domain is new and you dont wanted sanboxed

if the old domain was sandboxed (which i think it may have been from building links too fast) would it be bad to forward the old domain to the new one?
