Find advertisers. That's the most difficult part for a new cpa network.I’m a expert developer with $300K to invest and I’m also interested in cpa OR SOMETHING ?? Does anyone have any REAL INFORMATION or just more social media comments???
The tech isn't the difficult part. A barebones MVP would simply involve a convwrsion tracker and some good fraud mitigation techniques.
The bulk of the effort to me tho intially would be getting a pool of advertisers. Second most time consuming would be doing outreach to publishers. Small to medium sites webmasters. Since they wouldn't know about you and the big publishers would already be part of the large CPA networks anyways.
It's definitely competitive and difficult. But that's true for most businesses.
You definitely don't want to compete with the mainstream cpa giants however. Like any new business in an established industry, niche down.
Some gaps in the market definitely exist. Find them, and fill them. Maybe there's a lot of publishers in some niche that doesn't have any cpa offers? Maybe there's a segment of advertisers who don't get the right affiliates/publishers who can promote their offers? Look out and hunt for gaps like that.
