Go to voice.google.com and log in with your Google account. Pick a phone number and connect it to your phone. Verify your number to start using Google Voice.

Google voice works best with a real Google account, a normal residential IP, and a real mobile number. VPNs, proxies, or SMS services after cause Signup errors, so try again without them or use a different real number.

This usually happens when Google doesn’t trust the IP or the number. Even if the code goes through, it can fail at the final step. I have had better luck using a cleaner IP and switching the number source.
