How do I resolve Google AdWords Business Operation Verification?

I have an old Google AdWords account
My budget for this account was around $200,000.
But suddenly I was asked to certify business operation.
If you do not certify business operation, you will be suspended.
So I tried 2 times, but failed.
Does anyone know how to solve this problem?

This means that the docs you submitted did not match with the niche(a) which you were running in that GAds account (example you were running some pharma or furniture niche, your business docs projected you or your company as software company, etc, etc) or they found something suspicious in nature in the docs you submitted.
So, trying a 3rd time also would result in a no go.
In my opinion, just create a new GAds account, with different billing details, etc with a preparedness to submit "good, relevant" docs in future, if needed.
