How do I promote my website with low budget?

You need to grow social media accounts manually and then promote your site. No other way.

I am in to blogging myself and i believe posting relevant content which has good keywords will do you more favor than other methods. So keyword research is vital, build links and then social media will grow you big. Atleast thats how I have started.

Facebook, Reddit, Pinterest. Promote to groups, subs and simply grow some social media pages to be linked with your website. You'll grow little by little and this will bring you free traffic.

Pick up the right niche. Some niches do not require any paid promotion to rank well (initially). All it takes is to write well in the right niche.

You can improve your ranking with buying some organic traffic (with tools like Magicserp) or build links with services here on BHW. This a general tip, if your niche is "Facebook or social media compatible" then you can also promote your site there.
 
Low budget? Than you must to do everything by yourself.
The easiest way is to write the name of your website on a t-shirt, wear that t-shirt and do something crazy that will bring you in the first pages of newspaper. I will not go in detail what to do or how to do but take a look on pitch invader (search on google for Vitaly Uncensored, the website received over 1.3 million instagram followers in less than 24 hours :)
BTW it depends upon your niche, if you have a website related to business and partnership than you must do something else because you will not look trustworthy with a pitch invader
