Go the the user's profile, Click Trading Stats on the right, and then click Add Feedback.

People don't use it that much ( I certainly don't ), as it's open to abuse where friends swap feedback. I'd seen people previously giving positive feedback for trading, yet nothing was traded.
Partly one of the reasons why neg feedback was stopped, to stop idiots trying to discredit members without valid reasons.
