How do I get active followers ??

Im new to twitter and i follow lots of people. I was wondering why every 1k followers i have only about 1 bothers to favorite my tweet.Why is this??

Promote your twitter in facebook groubs or using tag
 
Most of your followers are going to be bots, therefore they can't engage with your tweets.

I'd recommend using a Twitter bot like Twitter Money Bot to increase your followers and activity.
 
I recommend you to use #hashtags and post interesting content.
 
What exactly are you trying to accomplish? Any niche you are focusing on? Interesting content and a fresh approach usually works, but we'll need more info for specific advice.
 
Promote your twitter, follow trends. Look up the current trending hash tags for the day, week, and month. Tweet things at those hash tags. Follow other people who follow the trends. You will build up an authentic list of followers. That is how I did it.

That's a really good idea. I'm almost ready to scrap my account and start over. My problem is I keep niche-hopping. Guess I need to pick one and stick with it

You do not have to start over, just make your current account look more genuine, and try what I suggested.
 
Make show the poeple you follow favorite and retweet their followers frequently. You will have a higher chance then.

It's a general rule that 2 or 3 percent of your targeted followers convert into comments, retweet, shares, favorites etc.

So, maybe your followers are not that targeted, so your experiencing such low conversion rates, but nothing that uncommon.
