How do I create a new Instagram account with proxy

As you have well read from your colleagues, you have to look for good 4G proxies so that the work is consistent.

use 4g proxy , mobile number from sms activate and appcloner or emulator. switch ip with every new account

If I'm on a PC, do I need to use something like a phone emulator along with 4g proxies so instagram don't ban me?

Or is it just fine using 4g proxies with an anti detect browser on my PC

For IG, I don't think emulators are worse/ better than just using anti-detect pc browsers, but I'm not absolutely sure if there is a difference or not. Although, having reliable 4G proxies with quality IPs is always gonna be a plus, if you set them up correctly.
 
Do proxies matter only for IG Account Creation or do you have to keep them on throughout the entire time? Also how many accounts max is it advisable to have using a Static Residential Proxy, is 5 too risky?

How do u know they check ROM?
There is no way the browser send rom info of the device due to privacy security
