I was researching cloaking/cookie stuffing and other black hat techniques, BHW back in those days (my original account is older than this one) was the main source of blackhat other than hacker forums/irc.

No, it's not against the rules to talk about cloaking (cookie stuffing is banned). And no, (anyone who reading) - public info on cloaking isn't enough to learn cloaking (because it wasn't for me).Yup, pretty sure it is against the rules to speak about anything blackhat.
