When it started they didn't have a JrVIP forum. It took a while to build up to that point. When they did decide to have an exclusive forum it wasn't initially a paid forum. Access to JrVIP was originally based on account age, number of posts, and quality of shares. The forum had to grow large enough to become useful before a premium membership was worth paying for, and the JrVIP forum had to grow into a useful forum of it's own before anyone would be willing to donate just to have access.
If you want you're own forum to make money with paid memberships, you'll have to grow it with other incentives for a while before anyone will be willing to pay for it. Until then you need to monetize it with things like adsense or other PPC ads, affiliate referrals, and direct sales of your own products. Once you're membership grows large enough to make the forum itself worth paying for, then you can consider a paid membership program.
