problem with your proposal is how can i know you won't just take the money? high risk for me, 0% risk for you

This is exactly what I meant. We will talk and find a way to be comfortable. But I suggest we don't do it on this thread. If your looking to get the money out, I could think of a couple of ways there will be no risk for you, for example you take full control of an account.
 
Or I send you money as a bank wire and you let me take the money out to my account from the ppal

Buy BITCOINS and If i remember well in NETELLER have an option that you can put money here BTC -> USD.

And I think that you can send this money to a bank account or Skrill.

I don't know very sure of this, but maybe you can take a look.

Hard part is finding someone who sells btc and accepts pp, after i get bitcoin i can just deposit it to my advcash account and withdraw using their credit card
 
can you create a charity button page with paypal and fast cashout? so look cashout forums, it's not issue if you have smth to cashout)))

also can create lot on eBay, or better similar low rated resource with money transfer which has less questions, almost same)))

It's basically same as advcash.com but you can deposit money with paypal. I haven't tried it out, it may be useful for you.

Update for people who care, i found a pretty great method to withdraw my PP funds, basically i created a different paypal on iceland and withdraw that amount to my advcash vcc, after that i sent it to my advcash cc and withdraw from ATM, kind of long process but i only lose 1-2% for fees the best on the market
