Its hard to find someone trustworthy, most people are scammers.

You can find websites that do this, if you dont trust the website try first with 10-20$ then 100-200$ etc, but they charge a high fee

Ever seen a website that will sell BTC for PayPal? Even if it existed it would be shut down in no time as it will be abused by those who cash out hacked/stolen PP. Also I don't think it goes within PayPal ToS.
Anyway even with an individual seller OP will have to provide a fuckload of proofs he's the legit account owner but he won't be able to because it is a fake account.

Scammers are outed quickly there, it's relatively safe if you are careful to see the reputation.
Then trade DOGE for BTC on some crypto exchange.

its Limited so there is no option to do anything.just one option withdraw after 180 days.is it permanent Limited ??

If your PayPal is limited then you cannot withdraw/buy. You have to wait for 180 days to withdraw funds to bank account.
