How can i offer services without involvement of third party ?

I am skilled presentation designer, i do transcribing works,ebook formatting and many other works too.I want to offer these services on my own not through any freelancing sites. So how can i do that and currently i cannot invest a single penny. And what should i choose blogger or wordpress ?
