You can try ringpartner. its a CPA site. take a approval. they have many kind of offer for mobile communication

but before that first check your country's sms spam laws, i know a guy who knew a guy who had an his uncle's step brothers kid get thrown in jail for that
in my country its a risky business to sms spam if the user didnt accept your terms before.

Okey i will , but the issue is to get fresh numbers ,im not used to do ads
