How can i exchange PP funds?

I have a banned Paypal with around 3k€ on it, now after 6 months i can withdrawal them but i dont have a bank account to use and i cant use my own because it will be linked to my real one
this one is my cousins paypal , are there any exchange services with not high fees or any other options ?

I think you should try to contact the bank they will make your problem go away.

Why not open a new bank account and have them send the money there?
