Yes, anushady is right, you have to create each of the elements (with photoshop or similar software) and stick it together in a video editor program (like Premiere Pro). There you can animate the elements and underline it with music and stuff.

This is one of the best video editing courses I´ve found online for free. It´s over 4+ hours long and it has timestamps which I just love when a YT video has them.
You can quickly browse the sections you´re interested in.
Even though the course focus on Adobe Premier, the fundamentals can be applied to virtually any other video editing tool. Maybe the UI will be slightly different but the principles you will learn here won´t.

Use Photoshop or any image edition software to create the elements. Then you can animate it with mostly any video editor that's out there. Those are really simply animations.
