Currently, i am doing Seo off-page tasks for a website. But the Alexa rank of the website is increasing rapidly. Please give me the solution to decrease the Alexa rank.

Traffic, keep sending lots of toolbar traffic, bot traffic, cheap traffic, fake traffic.

Alexa rank is based on the amount of traffic a site gets. http://www.alexa.com/toolbar
If you want to improve your rank then send more traffic to your site.

Yeah decreasing is the way to go, the better the site the lower the rank supposedly

I follow all the rules and guideline to improve Alexa rank for my website, some day ago Alexa rank of my website is under 10k but suddenly day- by-day my alexa rank is performing so bad, I don't know why?

You can decrease the Alexa Rank by sending more natural traffic. Do social sharing and get links from high traffic sites or do blog commenting.
