If i were you, i'll scrap top ten, put it on Ahrefs and Majestic, typed .edu and gov in their links in trying to put in the same place as your SERP opponents

Google is cracking down to edu links, I would personally not build many of them and if I do they will be targeted.

if you need free links, check black hat forum old thread I saw someone post which accepts free edu and gov website links

I think edu links (although guilty of buying them) are slowly becoming saturated most are turning out to be like the early blog comments... That said I am slowly getting links from SCHOOLs using the .sch.uk domain which I think are almost impossible to get normally..

We had some luck getting gov links .gov and .gov.uk from local authority (councils mainly) by tailoring products and packages to fall in line with that councils ethos/agenda/project it's been a bit of a pain but of 30 we have contacted I've managed to get 6 links in place that have stayed there and have generated a fair bit of business, still have more to go!

You can try to launch a scholarship program. Create a page on your site with a description of some challenge with reward 500$, for instance, write an essay or review. Then send the letter to US colleagues and ask to post news with the link to your scholarship page.
