Back-links help to boost up the PA of website. It would be good, If you get Back-links from the website which already have good PA and also have content related to your site. Apart from this, content of the website also decide the PA of website. Hence it is advisable to always write high quality content to the web-pages.

Build backlinks, comment on high quality sites. I have great things commenting on other blogs that are in same niche.

Try some special link building activity which will drive good traffic on your website as well as good juice flow,which will definitely increase the PA/DA for sure.

Post lot's of fresh and unique content, Get some quality backlink's from high pa da site's and don't depend only on Backlink's develop strong internal linking too, Remove toxic and spammy link's pointing to your site in a regular interval, in other word's you need to improve your overall seo of your website.
