Not possible, there are huge requirements from Youtube such as Certifications, experience on the platform, contacts on the Youtube industry... This is only accessible for high profile agents.

I know someone who managed to get approval for an MCN. and that's only because they had nearly a million dollars to throw at it. Your answer is probably no unless you've got contacts and a good attorney.
