How build backlinks after manual penalty. Google accepted our plan and we are again back to index but how is better to recover to not get again Penalty ??

Avoid keyword rich anchor text, it will be very difficult to do any shortcut link building after a manual action
 
It was for unnatural links and payed links was use too often keywords as anchor and many pbns
 
Create manual relevant forum backlinks for example.
Or reach some website in your niche and try to guest post.
 
Guest posting with generic anchors. Only real websites with at least 1000 organic traffic.

I had manual penalty for unnatural links and did that. Did not get manual penalty again and I am ranked #1, so it worked.
