You'd need DMCA ignore offshore hosting, in dodgy places like Bulgaria or Russia.

I’m not sure of the company but those sites that have the .io extension should be an option. Or you could get an onion site.

Dude Bulgaria is member of EU and far from offshore or dodgy place..
