So my site's homepage was de-indexed from Google long time ago. Most other pages are indexed (About 222,000 results by site:domain.com).

What I have in GSC all the time I inspecting homepage:

Homepage gets crawled by Google bots every day and GSC says it is indexed all the time.
Using site:domain.com and inurl:domain.com returns no homepage in index.
Tried many paid indexers, posting URL on Google News site.
How to reset this loop bug and re-index the site's homepage again?

if other pages are indexed but the homepage isn't it looks like it's been hit by a DMCA notice. I can't think of anything else that might have de-indexed that page specifically...

You could try to recreate the content of the homepage and redirect the old URL to the new one, and if it comes back it's almost certain that it's been taken down due to DMCA. If it doesn't come back, I don't know what else could be...

Yes, I checked that. I did not got any DMCA on the de-index time. I had several DMCA's couple of weeks before / after de-indexing, but it was on inner pages and I fought back these pages by filling counter notices.
